this just doesn't sound right given this civil rights lawyer had major
enemies inside the local pd due to having sued various NM PD agencies 4 years
successfully
its very curious to find a very busy criminal defense and civil rights lawyer who showed no signs of depression
otherwise leaving no note, either, to die mysteriously in her garage
and to then have it labeled death by suicide

An Alternative Remedy for Police Misconduct: A Model State "Pattern or Practice" Statute" discusses the impact and effectiveness of the Federal 14141 efforts to curb serious entrenched policing problems across America: Various recommendations including an interesting State Model Statute Mirroring the Federal 14141 is discussed

What is needed, is for any progressive state and public interested groups or lawyers and populations to consider passing a "mini 14141" inside their own states; thereby assisting with the Federal burden that is presently placed solely upon the US Justice Department Civil Rights Division alone.
This article also notes, from an independent progressive study that the City of Pittsburgh's policing culture and management was vastly improved as a result of their consent decree and there are real world impacts and improvements as a result while noting problems still remain.
